HB 3876 is designed to address this issue by ensuring that when a licensed South Carolina property manager is responsible for a property, they can operate under one consistent system across all bookings. I respectfully ask for your support by voting YES on HB 3876.

As a licensed South Carolina property manager, I am legally responsible for the properties I manage, the guests, and the financial handling of each reservation. However, today there is a clear gap. While we are responsible for the property, on some platform bookings we do not control the transaction. That disconnect creates inconsistency, risk, and inefficiency.

HB 3876 fixes this by aligning responsibility with control and allowing one consistent system across all bookings.

This matters for several reasons. It protects homeowners, as we manage properties as investments on behalf of owners who rely on us for accountability and protection. It ensures consistency, as one property should not operate under two different systems depending on where the booking comes from. It also strengthens local business, as property managers are South Carolina businesses that provide local jobs and support our communities.

Being responsible for taxes is not the same as being responsible for the property. Licensed property managers remain the party accountable to the homeowner and to the State.

HB 3876 ensures the system reflects that reality.

This bill does not create new regulation, does not impact self-managed homeowners, and does not restrict platforms. It simply ensures that the party responsible under South Carolina law can fully do their job.
